Printed on a single leaf in one column below a four-line headline, signed in print by George Washington as President, signed by the Secretary of State (“Sam. A. Otis”), and Clerk of the House of Representatives (“John Beckley”).

The text reads, in part: “There shall be allowed ... the yearly compensations ... to the Chief Justice four thousand dollars; to each of the Justices of the Supreme Court three thousand five hundred ... and to the attorney-general of the United States fifteen hundred dollars...”
